This is a Japanese Doujin produced by the designer that goes by the "creator name" Ulysses. It was made for sale at Japanese game shows. The game was made on-demand and you had to order in advance and then pick it up at the show. The game was made with professional materials, and the counters came precut. It comes in a ziplock bag. This is a variant game that is set in the Red Sun Black Cross world. It deals with a victorious Germany fighting an alliance consisting of the USA, Japan, and Exiled Great Britain. This particular scenario deals with the German invasion of Cuba. The game does not use the RSBC system, it is a new design entirely. —user summary
