Tic Tac Whoa!

Tic Tac Whoa! consists of a deck of 17 cards that display an "X" and 17 cards that display an "O". This deck can be used to play five games on a three by three grid. The rules common to all the games are (i) that a player plays both the "X" cards and the "O" cards, (ii) that a player can score by getting three in a row of either symbol, and (iii) that same-symbol cards cannot be played on top of each other.
