Tallinn: The City Guard

Tallinn: The City Guard is a postcard expansion for Tallinn that consists of four tokens that need to be cut from the card. The player (or players) who first builds a tower takes one of these tokens. Another player can take a token only if they have more towers than whoever currently holds a token, but if this happens, the previous token holder must return their token to the supply. At the end of the game, token holders receive 3 points for each other player who does not have a token.
