From the rules: "No Safe Harbor is a simulation wargame about the Japanese raids on Darwin Harbor on February 19, 1942.The game is meant for two players, with one player taking on the role of the Japanese attackers and the other the Australian defense forces. The game can easily be played solitaire, however." The winner has the most victory which are gained differently by each player. The Australian player gains points by eliminating Japanese units and escaping with their naval units, while the Japanese player wins by bombing Darwin and sinking the naval units. No Safe Harbor is a bonus game included in the 2016 Annual for Against the Odds.
