Rules included changes to the Sequence of Play, Zones of Control, Combat Results, Stacking, Railroads, Order of Battles, Production, Supply, Naval Forces, Air Forces, Flak, Weather, Guerillas, Artillery, Scenarios & Victory Conditions, and Minor Country Armies.
